The obvious question is: if the label says 15ml, why isn't the bottle filled all the way to the top? The answer starts with an important packaging concept called headspace. In liquid packaging, the quantity associated with a product and the absolute maximum amount its container could physically hold aren't necessarily the same thing. Packaging terminology distinguishes the normal or nominal fill from brimful or overflow capacity, which describes the volume a container holds when filled to overflowing. The space between the designed fill level and the top or seal area is generally called headspace.
